Seeking suitable provider to establish and operate a new headspace centre in the City of Moonee Valley.
North Western Melbourne Primary Health Network (NWMPHN) will soon seek to commission a new headspace youth mental health centre. The centre will be located in the Moonee Valley local government area (LGA).
NWMPHN will commission this service with funding from the Australian Government Department of Health, Disability and Ageing.
Background information
headspace provides early intervention mental health services to people aged 12 to 25. This includes free mental, physical and sexual health services, alcohol and other drug services, and work-and-study support.
There are currently 43 headspace centres in Victoria, with six operating within the NWMPHN region, located in Collingwood, Craigieburn, Glenroy, Melton, Sunshine and Werribee. The centres are operated by lead agencies along with a consortium of partners.
All headspace services are funded by the Australian Government, and administration of funding is carried out by NWMPHN in its region. In December 2024 the Australian Government announced plans to fund a new headspace centre in the Moonee Valley LGA.
This advance notice is for the commissioning of this service. It is expected to be operational early in the 2026-27 financial year.
Eligibility and locations
- The site is to be established within the boundaries of the Moonee Valley LGA.
- Lead agency applicants must demonstrate their capacity to deliver services in accordance with headspace model specifications, and demonstrate how they will establish local partnerships to ensure services meet local needs.
Market briefing
An online market briefing session scheduled for Friday, 5 September 2025, has been delayed.
This has pushed back the request for tender (RFT) open date, originally expected for 11 September 2025.
NWMPHN will provide all registrants and newsletter subscribers with a new date for the market briefing session and updated RFT timeline soon. When available, all new details will be available on this page.
The briefing, held online using Microsoft Teams, will provide further information about the site requirements, and commissioning and contracting process for this tender.
It will be recorded and made available on nwmphn.pluralagency.com.au shortly afterwards.
This will be a presentation only. Questions can submitted during the briefing. Responses to market briefing questions will be published in the tender pack, at the same time as the RFT documentation.
